The information revolution: why AI amplifies noise as much as it can eliminate it
This article extends and synthesizes two threads of the series: The throughput trap, where we showed that producing faster is not understanding better, and What the specifications don't say, where we showed that partial information is the most underestimated systemic risk. Here, we lay down the theoretical framework that unifies both observations.
The paradox no one sees
AI is the greatest noise-producing machine ever invented. It generates thousands of pages per hour, fluent answers to any question, perfectly grammatical paragraphs that say strictly nothing.
It is also the only technology capable of eliminating noise at a scale the human brain cannot reach. Analyzing 200 pages in 3 minutes. Cross-referencing 47 requirements against 12 constraints. Detecting an inconsistency between page 34 and page 187.
The question is not whether you use AI. It is which side of the paradox you are on. On one side, a machine that produces industrial mediocrity at unprecedented speed. On the other, a system that crystallizes meaning in an ocean of noise. Same technology. Diametrically opposite outcomes.
To understand why -- and to choose the right side -- we must return to fundamentals. Not of AI. Of information.
What Shannon teaches us about tenders
In 1948, Claude Shannon published A Mathematical Theory of Communication. He laid the foundations of information theory. Seventy-eight years later, his concepts have never been more relevant -- and no one applies them to bid management.
Four concepts. Four revelations.
Signal and noise
Signal is the meaning of the message. It is what the sender truly wants to transmit. In a specification, the signal is the client's real need -- their priorities, constraints, pain points, implicit decision criteria. In a response, the signal is the solution -- your understanding of the problem and your proposal for solving it.
Noise is everything that interferes with message transmission. Misunderstandings, omissions, biases, jargon, copy-paste, accidental redundancies, recycled standard sections, vague formulations.
In practice, a specification is already full of noise. The mere act of drafting across multiple documents, of structuring one way rather than another, of stacking requirements accumulated over previous contracts -- all of this produces noise. Out of 200 pages of specifications, how many actually carry signal? Forty? Sixty? The rest is structural noise: standard sections copied from the previous contract, contradictory requirements never reviewed, formulations saying the same thing three times with three levels of ambiguity.
The signal-to-noise ratio (SNR) of an average specification: out of 200 pages, ~80 pages carry exploitable signal. SNR approximately 0.67. Your response must do better -- and that is where everything is decided.
Channel capacity
Shannon demonstrated that every communication channel has a maximum capacity. Beyond this capacity, additional information is lost -- regardless of signal quality.
The evaluator is a channel. They have limited bandwidth. Thirty seconds for the executive summary. Two hours -- being generous -- for 200 pages of technical response. Often less. Often diagonally. Often tired, after reading three competing responses the same day.
Sending more information does not transmit more signal. Beyond channel capacity, everything is lost. A 300-page technical proposal does not carry more signal than a 100-page one -- it saturates the evaluator's attention capacity and drowns the signal in volume. This is the throughput trap transposed to communication: producing more serves no purpose if the receiver cannot absorb it.
Entropy
In information theory, entropy measures the degree of disorder in a message. A high-entropy message is disorganized, scattered, diffuse -- it contains many characters but little meaning. A low-entropy message is ordered, concentrated, dense -- every word carries meaning, nothing is superfluous.
Apply this to your tender response. "Our multidisciplinary team is committed to supporting your transformation with a proven approach" -- twenty-two words, zero information. This is pure entropy: verbal disorder disguised as a sentence. Many characters, no meaning. The evaluator who reads this sentence learns nothing. They have already read the same one 47 times this quarter. Their neurological reaction is literally identical to that of white noise: they ignore it.
Conversely, a low-entropy sentence concentrates meaning. "The primary risk of your project is not the technical migration -- it is the migration of historical data from a system whose documentation is fragmentary." Every word carries information. Nothing is superfluous. The evaluator learns something. They receive signal.
This is where entropy meets encoding: good encoding minimizes entropy by concentrating information into a short character string. This is exactly the objective of deliverables: respect size constraints, relieve the reader in terms of volume, but concentrate meaning. Fewer pages, more signal per page.
Key takeaway: Entropy is disorder. A 300-page proposal filled with hollow jargon has high entropy -- many words, little meaning. An 80-page proposal where every sentence carries information has low entropy -- meaning is concentrated. The goal is not to write more; it is to minimize entropy.
Encoding
The last concept, and perhaps the most powerful. Shannon shows that good encoding allows transmitting signal robustly even through a noisy channel. Bad encoding loses the signal even in a clean channel.
The structure of your response IS an encoding. A well-structured technical proposal -- self-contained exec, sections aligned with scoring criteria, proofs tied to requirements, mirror references -- is an error-correcting code. Even if the evaluator reads diagonally (noisy channel), the signal gets through. Because the structure carries meaning, independently of the attention paid to each sentence.
Conversely, a poorly structured proposal -- a long stream of prose without hierarchy, without anchoring to criteria, without visual landmarks -- is weak encoding. Even a perfect signal is lost in poor encoding. The evaluator must reconstruct meaning from raw text. This is a cognitive effort they will not make -- because they still have 3 more responses to read after yours.

Cascading noise: why everything gets worse at every step
Here is what no one models: noise does not remain constant. It multiplies at every step of the process.
Specification (SNR 0.67)

--> Evaluation (fatigue, preconceptions --> SNR 0.30)
Every stage is a noisy channel that degrades the signal. The specification contains structural noise. The bid manager adds their cognitive biases -- recency, anchoring, availability. The drafting adds editorial noise -- jargon, redundancies, recycled sections. The evaluation adds receiver noise -- fatigue, preconceptions, diagonal reading.
Result: the client's original signal (their real need) reaches the technical score with an SNR of 0.30. Three-quarters of the meaning was lost along the way. And the technical score is supposed to reflect "response quality."
AI without architecture inserts an additional stage in this cascade. The chatbot that reformulates adds its own disorder -- its hallucinations, its tendency toward the generic, its silent inferences. The autonomous agent that produces 50 pages of response without ontology amplifies noise at industrial scale.
AI with architecture does the opposite: it removes noise stages. It replaces the biased reading of the bid manager with structured extraction. It replaces copy-paste drafting with generation anchored to requirements. It does not remove the noise from the evaluation channel -- but it encodes the signal robustly enough to survive it.

The paradox of necessary noise
Beware the engineer's trap. If you strip ALL the noise -- pure signal, surgical, zero redundancy, zero anecdote -- the result is clinical. Cold. Inhuman.
And the evaluator is a human.
There is a type of "noise" that is actually signal. Not informational signal -- emotional signal. A project anecdote. An admission of difficulty. The paragraph everyone is afraid to write in the references -- the one where you recount an incident and how you managed it. This is not signal in Shannon's sense. But it is signal in the sense of persuasion: it builds trust, creates projection, transforms a technical proposal into a credible narrative.
The right ratio is not "100% signal, 0% noise." It is "maximum signal, destructive noise eliminated, constructive noise calibrated."
Destructive noise (to eliminate):
- Hollow jargon ("proven approach," "recognized expertise")
- Accidental redundancy (the same information stated 3 times in 3 sections)
- Copy-paste from the last proposal (recency bias materialized)
- Standard sections lacking contextualization
- Predictable high-entropy sentences (many words, no meaning)
Constructive noise (to calibrate):
- Reference narrative (the lived experience, not the CV)
- Strategic redundancy (a win theme declined across each section -- not repetition, but reinforcement)
- Admission of complexity (shows maturity, not weakness)
- Human tone (not a robot, not a salesperson -- a peer)
The dual task of AI
All of this converges on a precise requirement: AI applied to tenders must accomplish a dual task.
1. Correct human noise
The bid manager introduces noise despite themselves. Their cognitive biases are systematic noise sources: recency bias makes them recycle their last proposal, anchoring bias makes them structure around their first intuition, availability bias makes them choose the references they know rather than those that are relevant.
AI must correct this noise without replacing it with its own. Concretely:
- Analyze the specification without recency bias (every contract is a new problem)
- Identify requirements by their objective weight, not by subjective impression
- Detect implicit hypotheses and make them explicit instead of resolving them in silence
- Structure the response according to the client's scoring criteria, not according to the last proposal's template
2. Not impose its own noise
This is the hardest challenge. AI introduces its own forms of noise:

Average noise: an LLM produces the statistically most probable response. This is the definition of verbal disorder -- sentences everyone writes, carrying no information, pure entropy dressed in grammar. This is exactly what the IT services firm in the case study discovered.

Certainty noise: AI does not doubt. When it encounters ambiguity, it resolves it with the same confidence as an established fact. Silent inference transforms a hypothesis into certainty -- and this certainty contaminates the entire proposal.

- Cross-reviews: agents review each other. Accidental redundancy is detected. Contradictions are flagged.
In emission: encoding to survive the channel
The response is structured to maximize signal transmission despite the noise of the evaluation channel:
- Self-contained executive summary: error-correcting code. Even if the evaluator reads only the exec (low-capacity channel), the essential signal gets through.
- Alignment with scoring criteria: every section addresses an identified criterion, not a generic outline. The evaluator finds what they are looking for, where they are looking for it.
- Minimized entropy: every sentence concentrates meaning. Zero "proven approach." Zero "multidisciplinary team." Every word carries information -- the deliverable is dense, short, and every page counts.
- Strategic redundancy: win themes are declined across each relevant section -- not repeated verbatim, but reinforced from complementary angles. This is Shannon's redundancy: it protects the signal against channel noise.
In collaboration: the calibrated human filter
TenderGraph does not replace the bid manager. It gives them the means to play their role at the right level:

The signal test
How do you know whether your response carries signal or noise? Four questions:
1. Density: does the evaluator learn something they did not already know? If your exec summarizes the context they themselves wrote in the specification, it is pure entropy -- many words, no new information. Noise.
2. Specificity: could your sentence be written by a competitor? If so, it carries no differentiating information. The competitor test: replace your name with a competitor's. If the text still holds, it is noise.
3. Traceability: is every assertion tied to a requirement, a fact, or a proof? An untraceable assertion is either an opinion (subjective noise), a hallucination (AI noise), or a copy-paste (recycled noise).
4. Robustness: does the signal survive a diagonal reading? If the evaluator reads only the headings, the first sentences of each section, and the tables, do they still understand your proposal? If so, your encoding is robust. If not, you are relying on a perfect channel -- and it never is.

What to remember
The bid manager's work -- and the solution architects around them -- is a work of signal processing. Decrypting the client's message despite the noise of the specification. Producing a return message with the least destructive noise possible and the maximum signal. The message is the solution. The signal + noise: that is the technical proposal.
If the signal is high quality but transmitted with noise, reception quality diminishes. As does the probability of winning. The stakes are clear: amplify the signal, reduce the noise. Which means the dual task -- correcting human noise, preventing AI from imposing its own.
Most AI tools fail on the second point. They produce fluent, grammatically perfect, informationally empty text. They add a noise stage in the cascade instead of removing one. They have the grammar of signal without its content.
